High quality analyzers, special monitoring instruments and automatic monitoring systems are mostly imported from abroad, so the share of domestic instruments is very small. The reasons for the current situation, mainly for the following reasons:

(1) the operating system of enterprises is not perfect, and the tendency towards assimilation is serious. The problems existing in the operation mechanism of large state-owned enterprises play the key role of specific performance, not very good; many small and medium-sized enterprises lack of lack of funds, rush on like a swarm of hornets, more repeated low level, quality and performance of the instrument can not compete with imported instruments.

(2) the product structure is unreasonable. The shortage of products with high technical content and the oversupply of low-grade products lead to the contradiction between supply and demand, and can not meet the needs of strict environmental management. At present, environmental monitoring instrument industry of small scale, backward technology, disorderly competition and other issues, especially the technical performance is not stable, complete and low level problems resulting in oversupply of low-grade products, at the same time, high quality and high performance environmental protection equipment and no domestic production, most rely on imports.

(3) research and development ability is low. The R & D capability of China's enterprises is still a big gap with the foreign enterprises. Meanwhile, there is a lack of close cooperation mechanism between scientific research units and enterprises, and scientific research achievements can not be realized rapidly. The government has insufficient investment and risk investment in developing and developing environmental science instruments.

China's environmental protection instrument industry development countermeasures, environmental protection instrument industry development, we should first take full account of China's national conditions. Experts believe that the development trend of environmental monitoring instruments in China are the following: 1, to three of automation, intelligent and network direction; 2, from labor-intensive to technology intensive development direction; 3, by monitoring the narrow field to the full range of field monitoring the direction of development; 4. From the simple to the ground environment monitoring combined with remote sensing in the direction of the development of environmental monitoring.

(1) increasing investment in scientific research. With the support of national policies, the industrialization and technical upgrading of environmental monitoring instruments will be promoted. At the same time, we will promote the integration of scientific research and production of monitoring instruments and encourage environmental monitoring instruments, production enterprises, universities and scientific research institutions to carry out technical cooperation in various ways so as to speed up the transformation of environmental monitoring technologies.

(2) promote the re establishment of production enterprises, improve the competitiveness of enterprises, and accelerate the localization of high-tech products. By means of market regulation, promote enterprise restructuring, gradually change monitoring equipment production technology is weak, decentralized investment, repeated low level and low competition situation, to achieve moderate scale intensive production, the formation of a number of backbone enterprises of the production monitoring instrument. Foreign countries have advanced monitoring instruments of complete sets of technologies, and encourage the introduction, digestion, absorption of key foreign technology, joint venture production, and then gradually realize localization.

(3) increase the supervision and management of environmental monitoring instruments, and speed up the formulation and improvement of relevant laws and regulations. Establish and improve the market operation mechanism and qualification certification system of environmental automatic monitoring system, and eliminate the negative influence caused by the operation market confusion. Timely improve the environmental monitoring instrument development plan and technical policy, clear the development direction of environmental monitoring instruments, guide and standardize the sound development of environmental monitoring instruments, avoid the blind obedience of enterprises. Through the organization and implementation of environmental monitoring automation network construction demonstration project, to promote the formation of China's automated environmental monitoring network system, and expand the environmental monitoring instruments and equipment market demand.
